Il secondo album di Bill Fay, Time of the Last Persecution (1971), è un lavoro suggestivo e contemplativo che fonde folk, rock e introspezione spirituale. Privo delle ricche orchestrazioni del debutto, Time Of The Last Persecution, pubblicato originariamente nel 1971 e prodotto dal chitarrista di Fay, Ray Russell, è profondo, meditativo e filosofico. Registrati con una piccola band, brani come 'Til The Christ Comes Back e Release Is In The Eye sono dichiarazioni potenti, con la chitarra di Russell che completa liricamente le parole a volte oblique di Fay. Uno dei brani più profetici è Pictures Of Adolf Again, che guarda sgomento al risorgere della destra 25 anni dopo la Seconda guerra mondiale. Di Time Of The Last Persecution, Ray Russell disse nel 2005: "I think it was apocalyptic. I think we were all waiting for the sky to open a bit. But, funnily enough, you know how these feelings kind of bring you through things, and it's interesting that people now find it very relevant to the situation again." Purtroppo, questioni come questa non sembrano mai passare di moda. I temi trattati, le occasionali dissonanze dell'album e l'aspetto trasandato di Fay in copertina fecero pensare che stesse per diventare un'altra vittima dell'era hippie. Tutt'altro. Trovò un lavoro e visse in modo appartato, senza mai smettere di scrivere. "I've just simply accepted the fact that I wasn't an established artist and couldn't keep making albums. But the songs didn't stop... To be able to write songs is really a big enough plus." Per fortuna ha continuato: Time Of The Last Persecution è uno dei migliori album che Lei non abbia mai ascoltato.
